The city of Sedona is still studying the issue of what agencies or groups can apply for funding and for how much.

Sedona Assistant City Manager Alison Zelms said the city needs to come up with proposals before coming back to Sedona City Council.

Sedona Chamber of Commerce President and CEO Jennifer Wesselhoff said it plans to meet with the city this week to discuss ideas.

“It’s just a project meeting,” Zelms said about the city meeting with the chamber.

Zelms said whatever decision it comes up with will be part of council’s fiscal year 2010-11 budget process.

“We are not there yet,” she said, adding the goal is running a much more focused program so there is no confusion on the funding mechanism being used.

The assistant city manager said the meeting with the chamber Monday was designed to gather additional information.

She said right now there are no rules and regulations on who is eligible and to what extent.

“We have to meet and come up with some sort of program,” Zelms said.

She mentioned other cities in the state, including Lake Havasu City, have turned these decisions over to their chambers of commerce, and Sedona is reviewing how this has worked out.

“We are in the research stages to see what would work for Sedona for paying for events,” Zelms said. “Right now, we have a lot of everything.”

Zelms said she is not comfortable saying a particular event is more important than another one with no guidelines to follow.

She also said the city may not want to have one set of rules that apply to all agencies in the same exact way, and instead have guidelines on setting certain percentages for community programs and another amount for events bringing money into the city.

Zelms said there is a little bit of confusion on who receives funding.

“There is not a clear picture on the value or intent of the facts,” she said, adding how to set it up would have to be resolved.

The city is also looking into funding events bringing in the biggest value to the community, and these would not necessarily have to be money-makers.

She said there could be two pots of money, with each one funding different event types.

“Whatever we come up with would have to be included in the budget,” she said.

She also said proposals going before council could be two to three months away.

“It depends on how we move forward,” she said.
