Two Sedona City Council members volunteered to help city staff negotiate a development agreement with ILX for The Villages at Legacy Park.

Mayor Pud Colquitt and Councilwoman Nancy Scagnelli agreed to work with staff members as they prepare a development agreement to accompany ILX?s rezone proposal.

?Hopefully, we?ll get a stronger development agreement,? City Manager Eric Levitt said.

Colquitt and Scagnelli offered to help staff at council?s Friday, March 27, meeting.

Traditionally, city staff alone sits down with a developer to discuss the terms of a development agreement before the Planning and Zoning Commission and council review it.

Council approved ILX?s Community Plan Future Land Use Map amendment changing its property adjacent to Los Abrigados from ?public/semi-public? and ?single-family medium density residential? to ?planned development? Nov. 28.

Planning and Zoning completed a conceptual design review March 6, which is required before a rezone proposal is submitted.

According to Levitt, he decided council should be involved from the beginning on ILX?s ?high-profile? development.

Colquitt and Scagnelli will bring different perspectives into negotiations, Levitt said.

According to Colquitt, the mayor — no matter who it may be — needs to be at the table for large project negotiations.

?I feel it levels the playing field,? Colquitt said.

Council has the final word when the rezone proposal makes its way to the top, Colquitt said, and her and Scagnelli?s involvement from the start may alleviate problems before the final stage.

When it comes down to the council?s decision, it helps to have council members at the initial negotiation table, Colquitt said.

Colquitt and Scagnelli will work with Levitt, Assistant City Manager Alison Zelms, Director of Community Development John O?Brien and Community Service Director Marie Brown.
